What Is The Stoneclough Community Council?

A resident-led civic body giving our villages a formal voice.

The SCC is a resident-led civic body that gives Stoneclough, Prestolee and Ringley:

  • A formal say on planning and development
  • A public platform for community petitions
  • Monthly financial transparency demands from Bolton Council
  • A unified voice to challenge HMOs
  • A place to coordinate volunteers and secure grants
  • A village-level data hub to prove what we need

This is the strongest voice our community has ever had — because it comes directly from the people who live here.

OUR PURPOSE

SCC exists to strengthen local democracy, protect village character, defend local green space, prioritise housing for established local families, and to return decision making and resources to residents of Stoneclough, Prestolee and Ringley. SCC will collect evidence, signatures and community mandates to present to Bolton Council and other relevant authorities.

OUR OBJECTIVES

Democratic Voice

Give residents a formal voice on planning and housing matters that affect the villages.

Planning Oversight

Secure early notification and community review on HMO and major development applications.

Transparency

Create a community asset and issue register and maintain public transparency of ward spending.

Community Support

Support community management of public spaces and volunteer groups via grants, training and equipment.

Youth Development

Deliver a youth skills programme based on practical trades, technology and environmental stewardship.

Advocacy

Document resident issues and pursue remediation through formal petitions and FOI requests.

HOW WE'RE GOVERNED

The General Assembly

Composed of all members. Reviews strategy, approves major petitions and ratifies the constitution. Meets at least once every six months.

The Council Board

Elected body of seven members including the Chair and Vice Chair. Responsible for governance, oversight and strategic execution. Elected annually by members.

The Executive

Chair, Vice Chair and up to three portfolio leads (Housing, Environment, Community Services). Responsible for day to day operations and delivery.

Advisory Panels

Topic specific panels for housing, youth and environment that include residents, volunteers and professionals.
