1.1 The name of the organisation shall be Stoneclough Community Council ("SCC"). 1.2 SCC shall operate as a non-profit Company Limited by Guarantee (CLG) registered in England and Wales. 1.3 SCC shall operate independently of all political parties and maintain full nonpartisanship. 1.4 The SCC may also be referred to as "Stoneclough Community Council CLG" in formal documents.
2.1 Primary Purpose The SCC exists to give the residents of Stoneclough, Prestolee and Ringley a formal, organised, community-led structure through which they can: • Shape local priorities • Influence decisions affecting the ward • Protect local heritage, housing, and greenspaces • Coordinate volunteer activity • Secure funding for local improvements • Represent their voice to Bolton Council • Use digital tools to participate in local governance 2.2 Strategic Objectives A. Strengthen Local Civic Identity - Protect the historic identity of Stoneclough and surrounding areas. Promote a shared sense of place, belonging, memory, and future purpose. B. Advocate for Community-led Planning - Monitor development proposals, including HMOs, industrial conversions, and new housing. Ensure residents have a democratic, evidence-based voice in planning decisions. C. Support Volunteers and Community Groups - Develop a structured support system for all volunteer groups. Provide resources, funding, and coordination. D. Protect Green Spaces - Advocate for river safety, woodland protection, and public access. Organise environmental initiatives and stewardship teams. E. Improve Youth Opportunity - Support local youth projects, education pathways, apprenticeships, and recreational activities. F. Build a Transparent Community Platform - Operate a digital platform ensuring open data, transparent reporting, democratic consultation, and evidence-backed decision-making. G. Financial Stewardship - Secure grants, manage budgets transparently, reinvest all surplus into community projects, build long-term community-owned assets.
